Pay and Allowances
The selected candidate will be placed at Level 14 of the 7th CPC Pay Matrix, with a pay band of Rs. 1,44,200 to Rs. 2,18,200 plus admissible allowances. Deputation will ordinarily not exceed five years, including any preceding ex-cadre / short-term contract appointment in the same or another office of the Central Government.
Age Limit
The maximum age limit for appointment by deputation (including short-term contract) is 58 years as on the closing date of receipt of applications. There is no separate lower age limit specified in the circular - the experience requirement effectively sets the floor.
Eligibility
Applicants must be Indian citizens currently working as Scientists or Technologists with the Central Government, State Governments, Union Territories, Central / State Government Undertakings, Universities, recognised research institutions or statutory / autonomous organisations.
Service criteria (one of the two):
Holding analogous posts on a regular basis, OR
Five years of regular service after appointment to the post in Level 13A of the Pay Matrix (Rs. 1,31,100 - Rs. 2,16,600) or equivalent.
Essential educational qualifications (any one):
Master's Degree in Physical, Chemical, Biological, Earth-atmospheric, Environmental, Mathematical, Computational and Information, or Agricultural Sciences from a recognised University or Institute, OR
Bachelor's Degree (minimum 4-year course) in Engineering, Technology, Biotechnology, Medicine, Veterinary Sciences or Pharmaceutical Sciences from a recognised University or Institute.
Essential experience: Twenty-one (21) years in Science and Technology organisations or in research and development in industrial / academic institutions (or both), of which at least seven years must be in:
Administering, planning, development or coordination of S&T programmes;
Evolving, managing and directing major programmes under any branch of S&T;
Demonstrable record of policy initiatives for the S&T sector; and
A proven record of leading a team.
Desirable: Post-Doctorate research in any of the listed Sciences, OR a Doctorate Degree in Engineering / Technology / Biotechnology / Medicine / Veterinary / Pharmaceutical Sciences from a recognised University or Institute.
How the Doctorate counts toward experience:
Time spent acquiring the minimum essential qualification is not counted as experience.
Time spent on a recognised Doctorate (in the field of essential qualification) counts as experience up to a maximum of two years, only if the degree is finally awarded.
If the Doctorate is not awarded, no part of that period is counted.
If the candidate held full-time employment of more than two years during the same period as the Doctorate, only the employment period counts - not the Doctorate.

The number of posts to be filled may vary. The PSA office reserves the right to fill subsequent vacancies that arise during the panel's validity, and also reserves the right to cancel the recruitment without assigning any reason. Persons with disabilities (PwD) are permitted to apply even though the post is not reserved, and will be considered on the general merit standard.
Selection Process
All applications received through proper channel are scrutinised by an Eligibility / Screening Committee.
If the volume of applications is large, a shortlist may be drawn using a well-defined criterion - typically possessing more than the prescribed desirable qualifications / experience, or experience in a field specifically required by the Department.
Shortlisted candidates are invited for a personal interaction before the Selection Committee.
A panel of recommended candidates is then prepared. The panel remains valid for one year from the date of interview and may also be used to fill subsequent vacancies (including those caused by resignation or onward selection).
No correspondence is entertained from candidates who are not called for interview or finally selected.
Documents to be Forwarded with the Application
Attested copies of Annual Performance Appraisal Reports (APARs) for the last five years.

Integrity certificate duly signed by the Competent Authority.

Send by Registered Post or Speed Post to: Shri Vikas Srivastava, Director (Admn.), 33010, Kartavya Bhavan-3, Janpath, New Delhi - 110001, so as to reach by 5:00 PM on 12 May 2026 (or 26 May 2026 for the listed remote regions).
Candidates who wish to deliver the application by hand may do so at Room No. 33020, O/o PSA to GoI, Kartavya Bhavan-3, Janpath, New Delhi - 110001, addressed to the Section Officer (Admn.), and must obtain a duly signed dated receipt.
Important Instructions
The application must be forwarded through proper channel; advance copies and post-deadline arrivals will be rejected even if signed before the last date.
Do not send the application by ordinary post - only Registered / Speed Post, or hand delivery against signed receipt, is accepted.
The PSA office is not responsible for any postal delay; no representation against rejection on these grounds will be entertained.
The departmental candidates in the feeder category who are in the direct line of promotion are not eligible for consideration for deputation; similarly deputationists are not eligible for consideration for promotion.
The total period of deputation (including any preceding ex-cadre / short-term contract assignment held in the same or another Central Government office) shall ordinarily not exceed five years.
Once a candidate volunteers for the post, they cannot withdraw their candidature subsequently.
Canvassing in any form will result in disqualification of candidature.
The list of applications received within the prescribed time will be posted on the official website of the PSA office for candidates to verify status.
Important Point
The advertised vacancy is a single Scientist 'G' post, but the office can use the resulting panel to fill any further vacancies that arise during the one-year panel validity.
The maximum age of 58 years is reckoned strictly as on 12 May 2026 (the extended closing date) - candidates turning 59 a day later are still eligible if their birthday falls after the closing date.
The seven-year leadership experience must be demonstrable from APARs and citation - generic claims of "team handling" without supporting record routinely fail at scrutiny.
The PSA office sits at Kartavya Bhavan-3, Janpath, New Delhi, and the postal address used for the cover must match exactly - any mis-addressed envelope risks rejection on a technicality.
Only photocopies are sent with the application; originals must be produced as and when called for verification.
