(b) Holding a post of Director to the Government of India or equivalent (Pay Level 13 of the pay matrix) for a period of not less than four years.
AND
(c) Bachelor's degree in Civil Engineering from a recognised University or Institute.
Field of experience - Construction of project, contract management and public procurement.
For appointment on contract basis - eligibility shall be determined by the Search-cum-Selection Committee.

Selection Process
A Search-cum-Selection Committee will prepare a panel of names for consideration. The procedure follows DoP&T's O.M. No. 27/2/2009-EO (SM.II) dated 16 July 2009, and the final appointment is made after approval of the Appointments Committee of the Cabinet (ACC). The selected candidate must give consent to join within the stipulated period; if the candidate does not join within 30 days, a 15-day notice is issued to either join or face debarment as per the laid-down procedure.
The Search-cum-Selection Committee reserves the right to reject any or all applications received without assigning any reason.
Tenure of Office
The Member (P&D) will hold office for a period of five years from the date of assuming office, or till the incumbent attains the age of sixty years, whichever is earlier - subject to the conditions laid down in section 6 of the LPAI Act, 2010.
